CASIS Vancouver is proud to announce that the annual, special edition of the Journal of Intelligence, Conflict, and Warfare (JICW) comprising of conference proceedings from the preceding West Coast Security Conference has been released. The 8th annual West Coast Security Conference, titled New Rules and New Realities: Understanding a Shifting Global Security Landscape, focused on understanding and countering friction at the civil, political, and international levels. It also explored means of resilience against digital threats; a critical element in an era where liberal norms are frequently targeted and social divisions are deepening. Conference speakers provided an in-depth exploration of public safety strategies to address contemporary threats in today’s increasingly complex global environment, where challenges such as electoral integrity, political polarization, and the erosion of democratic norms are at the forefront.

Volume 8, Issue 3 of the Journal of Intelligence, Conflict, and Warfare opens with Dr. Nicole Jackson’s article, entitled “Network Signalling Under Uncertainty: Lessons from the Baltic Sea for a Canadian Undersea Cable Posture,” in which she explores the security of undersea communication cables, arguing that a shift toward resilience-focused governance is necessary to mitigate hybrid threats.

Dr. Jon Unrah’s briefing note summarizes his testimony to the Canadian Parliament’s Subcommittee on International Human Rights on the topic of the current situation in Sudan with a focus on Darfur. Dr. Unrah’s briefing identifies three actionable policy options that Canada could pursue to de-escalate the humanitarian and security problem in Darfur.

Lastly, briefing notes were prepared following each conference presentation to summarize the conference’s exploration of democratic resiliency, global disruptions, and the adaptation necessary for intelligence communities to address emerging threats.

CASIS Vancouver remains committed to generating meaningful insights that support national security and public safety in an increasingly complex environment. Through these articles and briefings, we hope to encourage deeper discussion and analysis of evolving global security challenges while promoting collaboration and knowledge-sharing to better navigate the continually evolving threat landscape.
